Secondly you really need to be prepared for lots of munchkin activities, and read up well on the latest FAQ /Errata. You need to read over the characters with a fine tooth-comb. No, even worse. An electronmircoscope. Because players DO try and pull fast ones.
Or you end up with Armour of Speed (from DotF) and the like.
It also helps to check on previous GoD's to see where rulings have gone astray, and what problem areas exist.
A common problem is adjudicating
Anti-Magic Field.
Polymorph Self is another.
Why the limit on the number of potions? You are using FRCS but no Potion belts? I can understand you wanting their position to be explicit, (even though this just neccessitates the cash spent on Hewards Haversack)
Be sure to limit wands to fully charged items. Partially charged items at cheap rates have caused troubles previously. Another potional problem is access to high level spells via scrolls. A tenth level Bard can reliably cast
Timestop or
Summon Monster IX, using the Use Magic Device skill. Isn't really appropriate. So you should limit to no higher than what a single classed spellcaster could cast, or perhaps one level higher (Thus the tenth level combatants could cast 6th level spells from scrolls.
Similarly, you may want to look at what spells are required to create certain items and limit those which obviously could not be created by the characters themselves.
Then you need to decide on how things stack. Does Armour of Command(DotF once again) and Cloak of Charisma stack?
Animal Affinity and
Bull's Strength? Are you Defering to all Sage Rulings, or do you have any house rules (which must be known prior to play starts)
These rules are important to get clear before you actually start play, so as to avoid accusations of favouritism. In an ordinary game this isn't a problem, but in this kind of game, everyone feels picked on. And feelings can run high.
