Pick a background that gives thievery as a trained option and maybe a bonus to it (Luskan if you're allowed FR backgrounds). Pick up Mark of Scribing (or be a Kalashtar and give yourself +2 diplomacy). Then pick a multiclass with which you can train Diplomacy.
