Dex check vs. Reflex Save?

When do you ask for one and not the other? IMO, it is hard to identify, and could be confusing for DMs to explain to players and recognize when each would apply. Some examples would be really helpful.

Sorry if this has been covered already, but didn't see anything on it readily available.

If the PC is trying to avoid some kind of danger by jumping out of the way, it's a Reflex save.

DM: "Bob, as you're standing in the china store, a wild bull rushes in and knocks over the cabinet next to you, causing china to go flying everywhere. Make a Reflex Save to avoid being hit in the head with flying dinnerware."

If the PC is trying to accomplish something that isn't covered by the standard rules, but you think dexterity would probably be the most relevant skill (or one of them), use a dex check.

Bob: "I want to grab the tablecloth with both hands and yank it, so fast that the dishes stay on the table undamaged."

DM: "Okay Bob, make a strength check and a dex check."
 

I go with the guidelines in the DMG. If there's some reasonable expectation that a character's class and level should affect the outcome, use a Ref save. If the task should be completely class and level independent, go with a straight Dex roll.
