How small can diminutive sized animals get? some examples?

I've got a custom class shifter in the party I'm DMing who can become diminutive sized animals and I can't find size descriptions in the srd (I know how much space and reach they get but not how big diminutive actually are).

A bluebird or sparrow, would they be diminutive or fine?

There's no hard and fast rule, but Fine is more for bugs and things of that nature. I believe a dragonfly would be about the cusp between the two sizes.
