Diplomacy +23 at 3rd level??? Help, my player must be wrong!!!

Not bad for a plain fighter, but then again he uses all his freetime to learn the art of diplomacy.</p><p></p><p>Neither character is specialised in diplomacy, the other is a dabbler and the other disregards his class skills.
