Not sure about magical rulers of their elven kingdoms without looking up specifics, other than the Lolth theocracy in the underdark.</p><p></p><p>Eberron has the clerical theocracy of Thrane.</p><p></p><p>If you go back to 1e Deities and Demigods then Melnibone is ruled by the spellcasting imperial family and Pan Tang is known to be run by the Purple Wizards.</p></blockquote><p></p>
