A noble who only wears armor but has no combat ability can be the same and have been throughout history. The noble themselves are virtually never the direct enforcers of discipline. Rulers pass judgment, their henchmen and followers enforce the rules.</p><p></p><p>But the whole point is that the strength of an individual, no matter how strong, is a drop in the bucket compared to the strength of a nation as a whole.
