The designers clearly DON'T require an attack roll to touch someone. Touch is defined as a range in the section describing spells and does not mention an attack roll or save requirement as being needed. Further the specific spell we are talking about does not list either an attack roll or a save to land. Here is what the designers say about this with respect to spell attacks and touch: 2014: "Some spells require the caster to make an attack roll to determine whether the spell effect hits the intended target." 20124: "Some spells require the caster to make an attack roll to determine whether the spell hits a target." 2014: "Most spells have ranges expressed in feet. Some spells can target only a creature (including you) that you touch." 2024: "Touch. The spell’s effect originates on something, as defined by the spell, that the spellcaster must touch within their reach." And the relevant text from the spell in question: 2014: "Break Enchantment. As your action, you touch a creature you can reach that is charmed, frightened, or possessed by a celestial, an elemental, a fey, a fiend, or an undead. The creature you touch is no longer charmed, frightened, or possessed by such creatures." 2024: "Break Enchantment. As a Magic action, you touch a creature that is possessed by or has the Charmed or Frightined condition from one or more creatures of the types above. The target is no longer possessed, Charmed, or Frightened by such creatures." There is nothing in there about generally requiring an attack or save for a touch spell and nothing specific with regard to the spell in question. Magic Missile and Dispel Magic both do this, so do numerous area of effect spells that cause difficult terrain or other effects that can't be resisted. I have never seen anyone say these spells are broken. As a matter of fact they are generally weak. From a balance perspective, magic missile with no attack roll is generally far weaker than Chromatic Orb with an attack roll.
