An EL equal to the party's level should use up 20% of the resources. Hmm 900 - > 2,700 -> 5,400 -> 9,000 1st to 5th is just kinda odd, it rounds at 5th though it seems, and as said 1st through 4th seem more so in line with the rewards. 2->3 is +1800gp 3->4 is +2700gp 4->5 is +3600gp 5->6 is +4000gp 6->7 is +6000gp 7->8 is +8000gp 8->9 is +9000gp 9->10 is +13000gp 10->11 is +17000gp 11->12 is +22000gp 12->13 is +22000gp 13->14 is +40000gp 14->15 is +50000gp 15->16 is +60000gp 16->17 is +80000gp 17->18 is +100000gp 18->19 is +140000gp 19->20 is +160000gp Interestingly enough, at the lower levels, seems it's assumed that about 10% of the items used are consumables. For 3->4, aver. party treasure for 3rd level is 900*(39/3)/4, ~ 2925. There it approaches it at least with a 10% Item Consumption rate assumed (~2632.5). For 12->13 aver. party treasure for 12th is 9,800*(39/3)/4, ~31850. And even with a 20% item consumption rate, it falters to only (254800gp), in fact it really approaches a 30% consumption. For 19->20, average party treasure for 19th level is 61,000*(39/3)/4 (split four ways). Or about ~198250 gp. And it does fit around ~160000gp if you assume a 20% item consumption (158600 specifically with a 20% consumption). Okie 12->13 broke my thought/idea on it :), in all truth, it seems to probably be an eye-balling based roughly around those numbers and the items that players could purchase around then. Hmm it could also be taking a % of the total wealth up to then not sure if that 12th level person has roughly 88,000 gp, gained 31850gp, so 119850, at a 10% item consumption that does roughly come out to be 110,000 (107865 really), needs roughly a 8 to 9% item consumption. (Thinking out consumption based on 'Supposed Wealth @ x level'(Character Wealth for previous level + (39/12)*AverageTreasure for encounter of previous level)/'Character Wealth @ x level' For 3->4 2925 + 2700, at 10% item usage comes to 5062.5 (close but not close enough for my tastes bleh). Needs around a 4% Item consumption to work. For 19->20 580,000 + 198250 (778250) and ends up at 700425 gp, which is very not close. Actually would need something like 4% item usage to make those numbers work. Best bet for progression past it however is to look at the pattern set in the past couple levels, ie boosting the general money gain every triple levels one grade, imo at least :). And this is why I shouldn't be up late and thinking math. Got nowhere really :x, but maybe someone can make sense out of my babble.
