Which is good, I would be aghast the aquatic rules took out a chunk of the book that be way to overdone. Hmm... For DMG3 it be sorta neat actually to instead of giving a city already there. To perhaps have rules, and examples and things to use as a base for when the PCs carve out their own niche in the cosmology. So they don't use a city as a base, they make their own base and it becomes a city overtime.</blockquote>
