Minions of other minions. Minions of those minion's minions. The key is to make sure that its hard to trace a murder back to the high priest of the temple who recently lost a lot of power because the new Prime Minister followed Pelor instead of Nerull. The plot should twist and turn constantly and the heroes should never have everything figured out until the end (or at least, shouldn't be able to do anything because of the situation).</p><p></p><p>Hope some of this helps.</p></blockquote><p></p>
