My intent earlier was that hallow/magic circle should keep out a summoned creature of the correct alignment (barring spell resistance of course). The only thing that can be summoned in a protected area would be creatures of the corresponding alignment. For example the party is storming the evil unhallowd temple, the wizard tries to summon a celestial to help with the fight. This is blocked by the unholy energy protecting the temple. The evil priest is free to summon any demons/devils to assault the party. I also think that Protection from Evil should have some errata that clarifies if called creatures are blocked by its effects. Calling is supposed to be different from summoning and I really don't think that protection from evil should protect from both. It is protection from evil's vague wording that is spawing this whole argument. From the SDR, "Third, the spell prevents bodily contact by summoned or conjured creatures." It is the inclusion of the vague conjured term in this sentence that is causing the confusion. There are no class of conjuration spells that are (conjured). If the intention of the spell is that it should block creatures from summoning or calling spells it should be reworded as such.
