This would seem to indicate PC level and not the level of the challenge is used to determine the DC...right? Well then again we hit a wall where everything PC's are attempting on the fly is perfectly scaled to their level. That's not realistic...and it also informs (at least in my mind) how the chart on page 42 is supposed to be used.
