Do you want a partner? If so you should make that clear that is what you are looking for. Artwork? Articles? People will sign on when they know that you already have a plan in motion. Few people will volunteer their time or efforts to a "I think making an E-zine would be cool, does anyone want to do one?" That comes off as the sort of project that one begins whilst in Junior High. I did many of those myself. The result was half finished comics, half finished games and half-finished novels. Now, a dozen plus years later, I try to only begin those projects that I believe I can finish.
