Does being blinded affect your reflex saves?

Well....does it? Here is the SRD definition:

Blinded: The character cannot see. He takes a –2 penalty to Armor Class, loses his Dexterity bonus to AC (if any), moves at half speed, and takes a –4 penalty on Search checks and on most Strength- and Dexterity-based skill checks. All checks and activities that rely on vision (such as reading and Spot checks) automatically fail. All opponents are considered to have total concealment (50% miss chance) to the blinded character. Characters who remain blinded for a long time grow accustomed to these drawbacks and can overcome some of them.

Nothing about saving throws but it seems like reflex saves should get some type of hit for this.

There's no penalty.

If you wanted to impose one as a house rule, -4 would seem to be consistent with the other Dex-based penalties.

I'd actually would perfer to say he either loses his dex bonus to it, or is treated as having a dex of 0 if you really want to be mean.

Blind Fight still doesn't allow someone to keep their Dex bonus to AC against ranged attacks. And since I don't know of any melee attacks that allow Reflex saves, I'd say that a Fireball or Dragon's Breath count as ranged attacks.

Definitely a house rule required.

Most certainly. I actually would perfer to leave the save unchanged, as per the rules, but if he WANTS to see a penalty on blinded reflex checks, I think the most sensible thing would to have him lose his dex bonus modifier to it.
