To give some more context: Skirmish is not counted as Sneak Attack for pretty much any purpose including feat and PrC requirements or advancement. Unlike Sudden Strike, it does not have specific wording that allows it to be treated as SA. About the only rule I know of that allows any kind of interaction between SA and Skirmish is the Swift Ambusher feat which allows SA and Skirmish to stack for the purposes of qualifying for Ambush feats, but you can't lower your Skirmish damage to use said feat.
