If a cleric finds a scroll of Detect Thoughts written by a priest with the Knowledge domain, but the cleric who finds it doesn't have the Knowledge Domain themselves, can they read it? It's not a standard cleric "Class" spell, it is only divinely available to Knowledge Domain clerics. Otherwise, it is an arcane spell.

No, a cleric without the knowledge or Inquisition domains would not be able to read that scroll. In the same way, a cleric without the glory domain would not be able to read a scroll of Bless Weapon.

Just like arcane casters may not use an arcane scroll of a spell that is not on their spell list (ex. Wizard reading a bard's scroll of cure light wounds), a divine caster may not read even a divine scroll of a spell that is not on his spell list.
