Dragon PCs?

Has anyone tried working out some sort of campaign centered around dragon PCs (using the rules from either SSpecies/Draconomicon) a la Council of Wyrms? I'd be interested in hearing how they worked it out before I invest a lot of time developing the campaign. My main concern is the ECL between the dragon PCs in the party (a rather lop-sidded average party level if there were a brass and a gold dragon in the party, for example), and the type of adventures PCs would undertake once they become adults+ (ECL 20+).

I played a dragon in a non-dragon game. It is much less impressive than one would expect. You've got pretty good saves, and pretty good HP thanks to dragon HD, but poor attacks (especially as a wyrmling) for the cost of at LEAST 7 levels. Its important to remember that the dragons have much better defensive abilities than offensive abilities when young.

Not true - a White Dragon Wyrmling has 3 dragon HD and a level adjustment of 2 - it could cost as little as 5 levels. Of course, White is chaotic evil..... Brass (chaotic good) can get you as low as 6 (LA of 2 for a wyrmling, 4 HD); granted, everything ELSE is 7 or higher.

You could give the weaker dragons class levels to bring them up to the desired ECL.

There was a recent Dragon magazine that had 1-20 level progressions for dragon PC's. It looked quite cool actually. The Draconomicon is another good resource for anyone considering running dragons as PC's.

I have a friend running a game like this. I think the best way to do it is, as Roman suggests, balance ECLs out with class levels.
