Dragonborn of Bahamut

The GM in ym game said I could be a Dragonborn is I desire, but now I have some questions about it. For instance, when do I have to take this? Level 1 or any time I want? Is it considered a Feat or something completely different? I see what you gain as one of these races, but what do you lose. I am going to be a Human Dragonborn, so what aspects of the human race do I lose? Do I lose the extra skill points? Do I lose the extra feat at level 1 (if you need to take this at level 1)?

You can become a Dragonborn at anytime in your career.

As a human, you would lose any one feat (watch out for pre-req requirements), and deduct lost bonus skill points. See the sidebar on page 10.

Dragonborn keep all of the special racial abilities of their "native" race, don't they? The extra feat and skill points (as well as any favored class) are human special racial abilities. So, the dragonborn would keep those, right?
