They need to worship a god, any god, and so they will pick "the best of the worst" and there is no incentive for that God to change their ways to become better. And, over time, AO's system creates either an Oligarchy (if a group of gods can cooperate) or a monopoly, and at that stage... there is no incentive left for the gods to improve.
