[Dragonlance] The dragonrider PrC

I have a character who wants to have his player get a dragon to ride. Now, obviously I want to balance this desire with making sure the game is fair.

By standard rules, getting a dragon is pretty hard. With charisma bonus of +3, plus assuming he gets all the bonuses (great renown, fairness and special power) and no minuses (no mount etc.) it's simply not going to happen until epic levels.

So I was wondering about the dragon rider PrC. I don't have the book, but if someone could tell if the PrC gives a dragon mount to the rider? And is it particulalrly ifficult to get into. My campaign doesn't have as many dragons in it as DL, but I could always just make it harder for the prereqs...

prereqs are: bab:+10
skills: handle animal 8 ranks, ride 8 ranks,
feats: Leadership, Mounted combat, resist dragonfear
special: must have ridden a dragon.

They do get a dragon cohort at 1st level, but they must have the nessasry leadership score and have ridden that particular dragon before.

Do they have examples of leadership scores? Cos the leadership scores for golds and silvers are insane. and don't they have to be large to be able to carry a rider? So we're talking a leadership score of 23 to be able to ride a very young gold (from the BoED) the easiest Large dragon to get surprisingly, which means 16th. Actually 17th because you can't get a cohort of the same level as you. That's ok I guess, but it seems a bit wierd. I was hoping for something more like 14th or 15th...
 

The dragon rider treats his cohort as being an ecl of 3 lowerthen it actually is. Also he can get a dragon up to eqaul his total level. the restrictions on riding the dragon remain, alignments can't be opposed, they have to be at least young, older then adlut are offten unable or unwilling to bod to a human, they must be one size3 larger, and need to be strong enough to handle the wieght.

The rider also has certain obligations to the mount, he must provide a suitible lair based on dragon type, he must provide a hoard equalling 1000 gp worth of treasure/hd of a type liked by the dragon, and finally the rider must trerat the dragon with proper respect.
