Dragons and divine spells?

If a dragon has access to divine spells as well as arcane spells, does that mean the dragon has cleric spell slots as well as sorcerer spell slots or does the dragon simply get to choose arcane/divine spells in its sorcerer slots?

Some dragons can also cast spells from the cleric list or cleric domain lists as arcane spells.

They're cast "as arcane spells" which means they use their arcane (sorcerer) spell slots.
