In the Races of the Dragon book it gives a feat to kobolds only at level 1. It changes your type to Dragon instead of humanoid. On the Wizards web page on their glossary it gives you a description on dragon type.

Features as follows:

d12 hit die
base attack bonus = total hit die
skill points = 6+int modifer

does the dragonwrought feat give this to you since it says you can only take this feat on level 1 and only during character creation process.

PLEASE HELP

Creatures with 1 or less HD replace their monster levels with their character levels. The monster loses the attack bonus, saving throw bonuses, skills, and feats granted by its 1 monster HD and gains the attack bonus, save bonuses, skills, feats, and other class abilities of a 1st-level character of the appropriate class.

So the answer is no, you that the HD, BAB, saves, ect. of whatever class you are.
Hope that helps. :)
