Dray kalin rider (Dark Sun war cleric)

The dray are former humans, shaped by the magic of Dregoth into a draconic form. The creatures breed true.

Dregoth is an undead sorcerer king, and lives with his dray in the secret underground city of Giustenal. It is situated beneath the Silt Sea. Dregoth trains his dray in the arts of war, planning revenge on the city of Raam, whose sorcerer queen was partially responsible for his death.

Many dray are templar, a type of cleric found on Athas who worship sorcerer kings. They draw their powers from elemental vortices attached to the sorcerer kings.

The kalin riders are an elite band of warriors, whose current role is patrolling Giustenal, acting as its police force. Kalin riders are trained in an extremely tenacious and aggressive fighting style.

The kalins (I'll stat them up later) are insectile predators capable of walking on ceilings. The typical dray hates them, as they've been known to casually kill dray while on patrol (and the kalin riders do nothing to interfere with this).

:melee: Righteous Brand Divine, Weapon. 1[w] + Strength modifier damage, and one ally within 5 squares of the kalin rider gains a +4 power bonus to melee attack rolls against the target until the end of the kalin rider's turn.

Channel Divinity: Divine Fortune
Channel Divinity: Turn Undead Divine, Implement, Radiant. 1d10+2 radiant damage to undead creatures within 2 squares, and the kalin rider pushes the target 4 squares. The target is immobilized until the end of its next turn. Miss: Half damage, and the target is not pushed or immobilized.
Healing Word Encounter, Divine, Healing. The kalin rider may use this power twice per encounter. The target may spend a healing surge and gain an additional 1d6+2 hit points.

Equipment hide armor, bastard sword, holy symbol. Dregoth provides the best of his magical armory to his kalin riders; the typical kalin rider has a +1 suit of hide armor, a +1 bastard sword, and a +1 symbol of battle.

Just to be on the safe side, I'm not quoting any powers past 1st-level. I'm also a bit confused about the rules for NPCs and magic items. NPCs seem to gain +1 magic items per 5 levels, starting at 1st. That seems... a bit much, maybe?
