Dreadful Wrath + Stunning Fist?

Do the effects of Dreadful Wrath take place after the attack or during? For example if a monk uses his stunning attack as part of a charge or full attack, is the DC for it affected by the Dreadful Wrath feat?

For those of us just tuning in, the Dreadful Wrath feat is from the Player's Guide to Faerun.

It seems like the Dreadful Wrath feat takes place during the attack, not after it (e.g. it takes effect before the attack itself does). The feat description says "When you charge, make a full attack, or cast a spell that either targets an enemy or includes an enemy in its area..." which seems to imply from the wording that it takes place before those actions are actually completed.

For example if a monk uses his stunning attack as part of a charge or full attack, is the DC for it affected by the Dreadful Wrath feat?

If a monk with the Stunning Fist feat used that attack during a charge or full attack, I'd say the Dreadful Wrath feat kicks in first, making enemies in 20 feet of the monk make Will saves or be shaken. Since being shaken has a -2 penalty to saving throws, among other rolls, then yes, it seems like that -2 would apply to the Fortitude save made against the Stunning Fist.
