oh, I love the Nightmare idea.
I'm still frustrated with the Black Court Idea. I liked the idea of it being caught in the Nevernever but I don't want to throw all my apples into the Psych hospital.
I'm leaning towards the military. They often have exercises and advertise "Please be aware that there may be fake gun shots and explosions" it makes the perfect cover for a hunting party. One character is Military so he can even know something is up. I'm thinking that someone let something go (the BCV) but because programs go defunct,and the shelter is falling apart, they don't know what happened. They just know 'something' escaped. So maybe there's one guy left from the original project and he didn't know the Black Court was still there but is keeping things quiet because of shady stuff he did in that project. He is trying to do damage control but covertly.
