druids in low-magic settings

What have you done to tone down the druid in low-magic settings? I'm leaning toward an animal-friendly-heavy, shapeshifting class rather than a spell heavy one. (Note: assume that rangers are non-casting variants.)

You could follow the lead of spells like goodberry and make all of their magic dependent on some local flora and fauna for its effect. Goodberry, for example, could only work with certain types of berries.

For that matter, you could simply give druids some sort of geographic range--their powers only work at full strength within their home forest, for example. Druids would still make formidable enemies, but most people in the so-called civilized world would only know them through fantastic-sounding legends and fairy tales.
