@Cap'n Kobold has most of how I interpret the rules so I think that's good to go. Although there was another scenario with the dual-wielding that they didn't mention that at least from how I am interpreting the rules seems like it could also apply: Taking the Attack action with a Light weapon in one hand lets you make an extra weapon attack with a Light weapon in the other hand as a Bonus action. The Dual-Wielder feat says you can make an extra weapon attack with the other hand as a Bonus action and the weapon just can't have the Two-Handed property. Which to me means that if you just take the two attacks (one with the Attack action, the other with a Bonus action-- and not take a third attack as Cap'n Kobold mentioned)... one can be a normal-sized weapon and the other is a Light. So you could do Longsword / Shortsword for example with your Bonus action / Attack action. And if the Light weapon you take the Attack action with has the Nick property (say the Scimitar), then your extra second weapon attack made as part of the Attack action (through Nick) can also be with a non-Light weapon. The Nick property just says that the Attack action weapon must be Light to get the second attack as part of the Attack Action and not a Bonus action... which to mean says it can work alongside the Dual-Wielder feat. So you could do Flail / Scimitar for example both using just your Attack action.
