From BGG forums, the game designer says that the neutral 'capitols' are not treated as capitols. They're just normal spaces with a production center and neutral armies -- so we could have attacked them early but wouldn't have earned the extra 6 production points for them being capitols.

Other rules issues that might have effected the game:
Each production center can only produce if you have enough power centers to support them. I might have been 1 shy on one of my turns. It also may have impacted Mark late in the game.

Also, new units must be placed at a production center or in an adjacent sea space. Additionally, there's a 5 unit limit for each production center. These 2 rules would have greatly impacted the game as it would require that we use more moves to consolidate our armies before the massive attack.

Newly purchased military units may
be placed on any friendly area – i.e.,
an area where the player has at least
one military unit – where there is a
production center (for land and air units)
or on any friendly sea area adjacent
to a production center (for sea units).
However, no more than five new units
may be built by the same production
center. Note that a player who has no
production centers adjacent to sea
areas can’t build submarines.

This was for Mark and Craig mostly.
We played the war game Dust after you left and we made some rules errors (it was our first play).

You might enjoy it -- it seemed like a dicefest to us at the time but the rules errors would definitely have influenced that. There's some room for interesting strategies, I'd like to play again sometime.

I thought I explained that. Oh well. :)

That is what I get for skimming that rule. :(

I read:
Newly purchased military units may be placed on any friendly are where there is a friendly unit
But, I didn't finish the sentence which requires also a production plant.

Additionally, there's a 5 unit limit for each production center.

Also, thought, I mentioned this.


On both accounts, I do now realize I forgot them also.
 

I remembered you explaining the power center/production center requirement as soon as I read the rule but didn't even think about it during the game. I also assumed the 5 unit limit/center based on the text of one of the cards but don't recall the discussion. It was basically moot since we never over produced based on the number fo centers we had.
