Is the 1 caster level lost to qualify for the PrC dweomerkeeper worth it? I've heard that it is, I was wondering what you think?
Definitely can be, yes, primarily because of the abuses inherent in Supernatural Spell getting rid of GP and XP costs of spells. XP-free Wishes. It was probably *intended* just to get rid of AoO's and SR, but the way it's worded, it just turns them into 'normal' supernatural abilities.

However, losing a caster level is not strictly necessary. Alternative Source Spell (Dragon 325) lets you cast spells as either arcane or divine, as does Southern Magician (Races of Faerun). Magical Training (Forgotten Realms Campaign Setting) gives you a few arcane cantrips, which also fit the bill.

Also, I have disjunction banned in my game and I was thinking of a spell to replace the 9th level spell choice of the magic domain. Any suggestions?

Hard to say in a vacuum. Wish or Shades, probably.

I am looking for spells to choose for my mantle of spells. Does anyone have any suggestions?

Also can the Initiate of Mystra be used to meet the ability to cast arcane spells prerequisite of the class?
 

For Mantle of Spells, definitely choose stuff you're going to be casting on a regular basis, more than 1/day. Dispel Magic is an obvious example for such a spell.
Also, a spell that has some use to 'bleed off' unused spell slots at the end of the day can be good for this, so look for stuff that gives you and/or others long-lasting benefits.
Another thing to consider would be metamagic feats: if you want to metamagic a spell (e.g. Enervation, which can benefit lots from MM), don't choose it for your Mantle. This is because Mantle spells are cast spontaneously, meaning metamagic increases casting time.

Sort of. If it want specif spells of 5th level or less then the answer is yes. If the requirement is being able to cast spells of X arcane level the the answer is no.

The Anyspell and Greater Anyspell allows you to take a arcane scroll or spellbook and memorize in the scroll or book in place of a 3th or 6th level spell. This does take extra prepare time for the day when you do this. You are still a divine caster and any spells you cast are therefor a divine spells. If you use this memorized spell to scribe a scroll then the scroll will divine version of the normally wizard spell. Just like a Bard scribing a scroll of Cure Light Wounds, that a cleric cannot use.
 

The requirement is simply arcane spellcasting ability, not X level arcane spells.

The text of anyspell says "when you cast the arcane spell, it works just as though cast by a wizard of your cleric level except etc. etc."

I assume since it says arcane spell, this qualifies as arcane spellcasting ability.
