Actually, according to Sean K. Reynolds a while ago when 3e first came out, headband of intellect gives you bonus skills if you wear it for one full level. Since this is the exact same enhancement as the spell Fox's Cunning, Fox's Cunning cast for 24 hours every day should have the same effect. The same should probably be true for losses of CHA. If CHA goes down because you don't have your magic item or for some other reason, when you go up a level, some of your followers should leave. I supposed they might see you as a poser or a fake. That is simply my opinion. I did have trouble with the extra skill points for having a circlet of intellect issue. I eventually resolved it by allowing a +1 bonus/INT bonus to as many INT-based skills as the character's level. That way, I keep skill points constant based on actual INT and level. I'm sure there are many other ways to handle it. I also allow 24-hour ability increases provide additional spell slots. This is not so easy to accomplish. You need to cast the spell at 3rd level, have at least 12 levels, and have the Extend Spell feat. While you can get some very nice bonus spells, this does not stack with enhancement items. Accordingly, the spellcasters exploiting this little trick will outgrow it as soon as they have access to an enhancement item +4. IMO, there is no reason not to allow the bonus spells for enhancement spells that last 24 hours from both logical and game-balance perspectives.
