Well, you certainly have considered quite a bit of material for your campaign. That should keep them going for quite a while! :) The only thing to be careful of is not confusing them too much. But if there are threads that link different elements (like the Bone Knight striking a corrupt bargain with some aberrant leader), it will certainly add to that paranoid feeling that Noir has! ;) Regarding Krozen, it is important to understand that he is still a believer of the Church of the Silver Flame. He's not Evil because he worships some alternate power. He's evil because he's ruthless in what he will do to achieve the worthy goals of the Church. He might well strike deals with one evil to overcome another evil, and bend the rules to push his own agenda at the expense of other objectives. He is also a study in towering ego and pride. He knows he is the right person to lead the Church, because only he has the clarity of vision, the wisdom of foresight and the grit and spine to see the Church's work done. So if he has to plot a little to remove those who would thwart him, well it is necessary! Those who oppose him are opposing the Silver Flame and serving Evil! At least that's how I picture him! :) In your own campaign he can be whatever you want. But it fits with the theme of Eberron if the PCs are forced to oppose Krozen not because they always oppose his goals, but rather his methods. And it may also be the case that from time to time Krozen might be the only one with the resources to assist them in defeating Evil in the world. Then they can get the moral dilemma of achieving objectives and being tainted by association, or remaining 'true' and failing! :)
