Ebonmar Infiltrator's spell preparation

Hi, fellow city slickers!

The Ebonmar infiltrator prestige class form Cityscape (p. 80) tells us that the character "prepares and casts spells just as a WIZARD does". The PrC has a separate spell list. The entry does not mention the character to be required to use a spell book.

Just how does the class ability "Spells" function. Should it function like the 3.0 assassin's or should it be resolved as the 3.5 assassin's class feature, or differently?

It doesn't mention the spellbook separatey because that's included as part of "Casts spells as a wizard." So yes, the infiltrator needs a spellbook (though he presumably doesn't carry it on missions ).
