So while the adventuring PC Bugbear might only have +1 Natural Armor/+2 Racial Bonus to Hide and be a third level Rogue, there's a +3/4 BAB class for 3 levels that gives the NPC Bugbear +3 Natural Armor total and +4 Racial Bonus.</p><p></p><p>At this point, if it has been impossible to drive down a particular monster to LA +0, then give them an LA.
