Eladrins...

I was planning to make a second character (an Eladrin Rogue).

That thing I've read in the Player's Handbook, is it possible for PC Eladrins to be Noble Eladrins? And if so...what exactly are the properties of a Noble Eladrin? Thanks

If you want to be an Eladrin Noble, then if your DM says its ok, you're a noble. Nobles have the exact same racial traits as regular eladrin.
Same thing if you wanted to be the human son of a Duke, or Sir Wally of Wessex. Except noble Eladrin have titles like Ghaele.
 

Eladrin are eladrin. A PC could become an eladrin noble. Its going to be up to the DM and the players to work that out. I'd think that eladrin nobility would be mostly fitting to a paragon tier character. Exactly how that would work you'll have to figure out. It could involve some sort of paragon path mechanically. I don't think there are specific PPs for that kind of thing currently. Maybe an existing one could be refluffed.
 

Though there is an epic destiny for a monarch. Legendary Sovereign, Martial Power 2, page 158. You'll need to multiclass as fighter, paladin, ranger, or warlord, however.

I agree that it's all up to the roleplaying. Maybe in the heroic tier you have been shunned from your noble family and have to live a life of adventuring. Then they welcome you back in the paragon tier, and maybe that's when you get some training in one of the above classes. Then you end up leading your people in the epic tier. Could be fun.

There is also one called Feyliege that might be appropriate in Epic.

I think there is a paragon one called Ghaele of Winter or something like that also, with some feats that you can take to make you Winterkin.

Like these guys mentioned though at the end of the day it is all about roleplaying. I doubt a legendary heroic swordmage would have much trouble commanding respect from his people, for example.
 


Of course, I'd go ahead and say 'Yes, you can be an Eladrin Noble... what is your first step to doing so?' and let the player decide what sort of noble they'd be.

I figure that an eladrin who reaches paragon level IS an Eladrin Noble; not one of the defined types, but their own unique sort of deal, and will be treated by the Eladrin accordingly.
