Primitive Screwhead

I have yet to purchase the Eberron Campaign book yet, waiting for Payday, but starting planning for a campaign in that world. One problem is that I am planning on using TEoM for spell casting and will have to do some major converting.
I was wondering if anyone else had already looked at this, or was willing to work over the issues with me.
One area I am considering is limiting spell list selection via 'Learning Check' [spellcraft vs DC 25]. You don't lose a spell list slot by failing, just are denied that particular list until you can 'learn' it.
Here is a short table of modifiers to the roll:
Mentor who knows the list: +2
Study under a guild or with a spell book: +5
'Difficult' Action: -2 for each other list you know of this action type
'Easy' action: +2 for each other list you know of this action type
Retry in same level: -2 for each failed attempt
Easy actions include: Illusion, Charm, Compel, Infuse, Abjure, Move
Difficult actions include: Evoke, Transform, Summon, Heal, Create
The reasoning behind the easy/difficult divide is partly to create a natural specialization and partly for creating 'path magic' where the PC will seek out mentors and libraries to discover new spell lists.
Dragon-Marks could provide a list and a handfull of mana points.
Wage-Mages could learn selected signature spells.
ELemental Binding?
Planer influence.. ? any other odd aspects
Ideas, comments, help! .. any is much appreciated.
I do have time to work on this, I am taking a sabbatical to Georgia soon and will have 4 months to prep my campaign.. should be long enough for Ranger Wicket to get Lycian Arcana published
