This epic feat lets you make an emanation spell permanent on yourself. The example given in the text is Detect Magic.

One of the prereqs for the feat is the ability to cast the chosen spell. Does that mean you must be able to cast it under your own power? For instance, say an epic sorcerer wants to make See Invisibility permanent. Does he need that spell on his list of known spells, or is it sufficient that it's on his class list?

"Must be able to cast" it means you must have knowledge of the spell. Thus, it must be on your list of Known Spells (or in your spellbook for a wizard).
