Elusive Target Question

What happens when a character with Elusive target is flanked and her dodge target uses power attack? Normally it's negated when targeting her, but what about when diverting defense comes into play? Is power attack negated for the attack on the other target?

Well, Elusive Target says that the Dodge target doesn't get Power Attack damage against the PC. It doesn't say anything about negating it for the ally he was flanking with....
 

I believe that the manuvers of tactical feats are not automatic. The player chooses to use them when the opportunity arises. So while if used together the attacker would lose his Power Attack bonus and hit the other flanker, you can simply choose to only use Diverting Defense against that attack.
