No it would not be against the board's policies. it would be utterly fine.

Now on the other hand, if the link was a Megacorruptload or Crapidshare link to a .RAR file which ALSO has the 4E PHB material that brought Wotc's attention to Ema in the first place, that very well could be against the board's policies
