The 1.5 multiple is for <em>each die</em>, which is then <em>rounded down</em> according to the standard rules for rounding of die rolls. Thus, an Empowered fireball at 10th level does not do an average of 52.5 points of damage (35 x 1.5), it does 50 (10 x 5).
