Is the only difference between this and TOGC's Spell Cards the additional spells included? As I already have TOGC's spell cards I might be inclined to purchase these, if there is a bigger difference.

They're completely different to TOGC's Spell Cards. TOGC's Cards are the SRD spells. ENP's cards are 350 EN Publishing spells. There isn't a single duplication between the two products.

Both products were designed by TOGC, so are designed to complement each other. The card layout is the same.
