Perhaps some ruminations on the Justice system would also help. Who are the judges? How are crimes judged? Think of something unique, possibly low or no magic. Also give considering to how justice is meted out. Do people get hanged/executed? Also, the next area of government... the sure thing one forgets about... TAXES!Goods are taxed of course at perhaps 5%? Considering the unique merchandise of Mor's End, I don't think it's much of a problem. I don't think we should go into too much detail over this, btw.
