Encounter-based magic system

Have there been a published encounter based magic system for 3.5? Something similar martial adepts (Tome of Battle) but more generalized.

The closest thing I've seen to this is Recharge Magic in Unearthed Arcana, though its not exactly the same.

I'm unfamiliar with tome of battle but

Recharge magic from UA provides spellcasters with a round based recharge time for spell slots, it also blocks all access to that spell level after a spell is cast until the recharge comes around again.

Binders in Tome of magic get supernatural powers that are usable 1/X rounds similar to a dragon breath.

Warlocks/DragonFire Adepts/Technological Savants get their magic powers at will.
