Engaging the Cobalt (campaign help)

Hi everyone,

I'm DM'ing my first campaign and have hit a bit of a block. As a first timer, I've already learned the value of starting small instead of thinking big. I wish I could go back and start over, but now I'm trying to make the best of it. The good news is that my friends are having fun playing, so most of the concern is for my own satisfaction.

At the outset, I was inspired by one of the "Vampire Kingdom" campaign arc concept in "Open Grave". I chose to rely on the PoL mythos, but not using the Nentir Vale or any established locations. The thought was that following the fall of Nerath, a group of vampires swept in and have ruled a portion of what was once Nerath as Lords. My intention was to stay close to the campaign arc (starting in a small area and slowly working up and out for freedom), but a lack of planning meant I relied heavily on a lot of published Chaos Scar adventures with little thought to tie them together. Heck, they haven't even met a minor vampire or mini-BBEG yet! Once I saw the chaos I'd wrought (and noticed that the heroes were just running around), I tried to find a pattern. In a separate post I might ask for some thoughts on the way I'm hoping to tie up the various strands.

Without going into great length about the trouble I've created, let's summarize the current situation: the heroes have learned that the ruling BBEG is building an army and their recent patrons have dispatched them to find a lost army of ("deactivated") Warforged hidden in one of the closed off dwarven holds in the hopes that they can use it to build a resistance. Turns out the dwarves were forced from their hold awhile back...and enter HS2: The Orcs of Stonefang, where the heroes are currently engaged.

In the setup, their quest-giver mentioned that during their civil war (part of the HS2 plot), an elder "blue" dragon swept in and forced them out. This was blurted out in a moment of panic, so I'm looking to figure out the next step that will earn them the static Warforged army.

A few thoughts:

- Eventually fighting an elder blue dragon seems like a bad idea for our three heroes and will only lead them further into the disjointed plot. And there's not a lot of room for negotiation with a chromatic.
- Perhaps his color was correctly called, but it is a cobalt dragon. Now at least we are more likely to have an option at negotiation, plus my players are unaware of the chromatic/metallic split.
- An elder cobalt dragon is interesting, but I'm intrigued by the idea that this first dragon took over the hold near in the twilight of his years, died, and left behind his hatchlings. Now enough time has passed for his "heir" to become a young dragon. cobalts like to possessively lead those they view as under them, so maybe all of daddy's retainers left when he died and the heroes might form the first of his new batch. But the possessiveness might mean he'd never give up the Warforged.
- Is there anything interesting in the notion of the elder dragon leaving multiple hatchlings behind that are now competing?
- What about bringing the dwarves back in as subjects? Perhaps the father offered his protection to them before kicking them out, but their pride was too great? The heroes will certainly have some pull after completing HS2.

What kind of social encounters or skill challenges would work well to help the heroes earn the army and give them a nice break from all the fighting? I think they would like an entire session of roleplaying to secure the army, make a plan...anything to break from the endless encounters I've thrown at them.

Apologies for the rambling...hoping you all have some ideas to bounce around.

Preface: I don't know module HS2 at all.

I would suggest mapping out what the BBEG is doing step-by-step. Is the Cobalt dragon an ally of his/hers? What is the dragon's interest? Does he want the Warforged army for himself for some reason?

I think we need to know more about the villains' plans before helping with the details.

Thanks for replying. On reread, I see that my OP wasn't as clear as it could have been. To clarify, HS2 isn't relevant to the question.

A few notes:
- My current plan is to basically lean on the Orcus wants the Raven Queen's domain theme of P1-E3. The Vampire Lords replace the Ashen Covenant, seeking to elevate the status of Orcus and themselves at the same time.
- Paragon will focus on the heroes isolating or removing the high-level allies that have aligned with Orcus: Torog (who wants to back the deal he had with Nerull to keep any souls that perish in the Underdark/Feydark/Shadowdark) and the Prince of Frost (who wants the Domain of Winter and hates living things).
-- Early adventures saw the heroes clash with some minions of Torog. One PC even has a Tattoo of Vengeance that includes the name of the King That Crawls. This will work will with a modified P2.
-- One PC is an Eladrin scout sent to the Material Plane to see what's been up since Nerath fell. She has noticed a few winter fey clues here and there, and serves a Gloaming Fey noble. I will likely replace/modify P1 to have them engage in some Fey Court intrigue to thwart the Prince of Frost's involvement.
-- P3 they meet the Raven Queen and maybe enter her service.
- Then epic will follow E1-E3 in actually confronting Orcus and his minions as they enact their plan sans allies.

The PCs are totally unaware of that larger arc in any sense. I haven't tried to include it and fear that I will do so in the most obvious manner.

As far as remaining Heroic times and the BBEG plans, I've got this:
- There are three key Vampire Lords, each in a different city.
- The one nearest to the heroes' homebase is the most martial of the Lords. He tires of playing with mortals on the Material Plane and wants action. He seeks to build an army to invade the Shadowfell, create a foothold and slowly eat up the territory of the Raven Queen.
-- The Vampires mostly rule through fear and evil power, but don't have a standing force of arms. To that end, he has engaged two key minions in building an army. The heroes have met these two sub-bosses, but had minimal direct contact/encounter against them:
--- A lich seeks to collect a set of powerful artifacts that will enable him to cast a mass Raise Dead ritual and provide an overwhelming undead army.
--- A priestess of Torog is attempting to enhance the fighting capability of mortals by transfering their tortured souls into twisted bodies (think Witherlings).

My hope is that by the end of Heroic tier, the heroes have either toppled the martial Vampire Lord and freed his city (causing all sorts of other chaos)

That's about what I've got now. The heroes have met a Good order that wants to help the people and topple the Lords, and there's probably room for a more extreme organization (like the Platinum Talons) that want an even deeper purge of the lands.

As far as the Cobalt, it wasn't a planned addition. The blue dragon mention just blurted out and that's why I'm trying to fit it in. It can go any direction, which is where I'm looking for ideas.

Draconomicon 2 paints Cobalt dragons are interested in ruling: territory, people and things. They want to be masters. The location of this dragon is far from the major Vampire Lords, which means they aren't threats. Plus even though I may choose to make him a young dragon, dragons have long consideration timelines and might see this as something that will blow over.

The best option seems to be proving their valor to the Cobalt and/or taking him on as their master. What could make that more interesting than them simplying saying "Yeah, okay, you're our Master, sir."?
