EN Publishing is the publishing branch of EN World. I think they take submissions, in one form or another. I would suggest hitting the hosted forum on the board, or the hosted site for more details.

*shrug* You asked and I went with the short answers since I am at work. 
The website has more useful information, but I can tell you that they produce a fair number of PDF's that I use for my games. Some of their books have even been picked up and published. The most recent release is Steam & Steel, which looks terrific. I will be downloading that one, and a few others, on my next PDF buying spree. They are also revamping the magazine that was in print for a while.
Morrus and Hellhound are the owners, Rangerwickett is one of the editors. If you have an idea that you want to submit, it might be easiest to email Rangerwickett. If you check the hosted forum, I believe Morrus posted Rangerwickett's email recently.
