Entangle/Web/Reflex saves

A creature entangled or webbed "cannot move"

Do they still get to make Reflex saves against area effect spells as normal?

Can they still use evasion?

What about spells like Wall spells or Blade Barrier which grant a save but effectively require movement in order for the save to be made?

There's a difference between "can't move" (cannot travel to a different square) and "can't move" (helpless).

If you are helpless, you can't move at all. This can happen if you're held, unconscious, asleep, Dex 0, etc. No Reflex Saves, no Evasion.

If you're simply restricted to being in one square, however, you're not helpless. While Entangled you can still make attacks (at a penalty), make use of Dodge bonuses (at a penalty), and so forth. I'd certainly allow Reflex Saves (taking into account the Dex penalty), and I'd probably allow Evasion as well.

With Blade Barrier, however, you only get to save if you can-and-do phyically leave the area by the shortest route. If you're Entangled, you can't leave the area, so no dice.
