epic feats for monsters?

When do monsters get epic feats? i understand when a monster with levels would i.e. a 30th level kobold sorcerer.
but what about a 40 HD great wyrm dragon? is it just at 21 hit dice?

They become eligible at >20HD. See the MM section to see how often creatures get feats because I think abherrations and maybe fey don't get them every 3HD. *IF* they follow the every 3rd option, a 21HD dragon will have 1 epic feat.

This is explicitly stated in the ELH, I believe in the section under dragons & dragon feats.

All monsters in 3e/3.5 (starting with the FF in 3e) get 1 feat at 1 HD, another at 3 HD, another at 6 HD, and then one more every three HD thereafter (just like characters get feats).

The only monsters that don't get feats are the ones without Intelligence scores (vermin, constructs, etc.), though some get as "bonus" feats.
