epic giants?

I'm having trouble figuring this out, i want to give a storm giant many levels of psion. i need his cr to be around 25. i'm not sure how many levels i have to add to get his cr that high. his cr is 13 is it just +1 per character level? making him a 12 psion storm giant?

also if i want to give him a prestige class with skill rank requirements what are his skill rank limits? are they based only on his character levels? for example if i want to give him a prestige class that requires a skill at rank 6 do i have to wait till he's a 3rd level psion?

and at what level is he considered elegable to pick up epic feats? is it not till he hits 20th level as a psion?

I'm fairly certain, based on a Dungeon where they had many Epic Giant Fighter/Blackguards, that you just have to factor in their HD. As soon as they hit 20 they are ready for the epic feats etc. Also, yes their racial skills/feats count towards prestige classes. I believe they had a Storm Giant go straight into the Blackguard because it already qualified for it without having to take any other class levels.

AFAIK you can pick up epic stuff as soon as your ECL hits 21. A svirfneblin character could pick up an epic feat as his 18th-level feat, even without 21HD, since his ECL hits 21 at that moment (ECL +3 for the buggers).

then what's the ecl of a storm giant? or better yet how do i figure it out myself
also somebody mentioned there being an article in dragon magazine with the ecl's of creatures in it which issue was it?

Somewhat similar question, in regarding to Epic Monsters:

If there is a 30HD monster, CR11. From 'monster' levels 21-30, does it forgo the monster BAB progression / saves / etc and use Epic solely instead? Or in addition to? Or after the 30HD (30 level monster / 1 level Epic Fighter)?

There are instructions on the web that let you determine ECL's. Also, Savage Species will have detailed information on that.

And I think epic rules don't apply to monster HD and monster advancement, and the the level you have to be to take epic feats depends on your ECL/CR, not your HD.
