A lvl 15 rogue doesn't have a change against a 21st lvl rogue. A lvl 20 rogue doesn't have a change against a 25th lvl rogue.</p><p></p><p>Epic level play is much tougher than pre-epic play. It will get moreso once epic characters start building up epic feats. There will definitely be a separation of power between pre-20 and post-20.
