Epic Level Magic Rules as the core for Super Powers Game.

Since in a Super-Powered (4 color DC/Marvel Flavored) campaign a Class/Level system just wouldn't work (Playing Batman before he got the motivation or Spiderman before the spider bite would be boring), tho it could be interesting (Superman as a kid, etc), the way the Epic Level Spell rules are being presented, it's sounding like the building blocks for Super-Powers. I used to play Champions (the Hero-system), your beginning character could be as powerfull as the GM would allow. But depending on the starting points, your character would have the flaws to match.

Now if the Superhero characters, using Effective Class Levels, started with ECL 21+, your characters can be effectively SuperHeros. At least that's the way it's sounding like after reading the preview on news page and the preview in May's Dragon mag.

I can't wait to get my hands on it to confirm it.

Bruce Wayne before he was motivated and Peter Parker before he was bitten would be level zero npcs.

And I'd say that even Superman got better with experience.

There's no difference between a class-based and non-class-based system in play - only in how a campaign would be run. Take a look at Vigilance at RPGNow, for a very nice class-based d20 system.
